I received quite a few answers to my Boundary Select Problem.  

A few mentioned that I'd better make sure both layers were selectable.
They were, but one was "greyed out" as I had also made it editable.  I
don't know whether that helped or hindered the process.  My guess is no.

Another few mentioned that perhaps they were actually selected but did not
appear so due to MapInfo's neat trick of unhighlighting (if there is such a
word) a point when it is double-selected.  Nope.  I read about that in the
archives so I knew to check the browser and selection tables.

More still, gave good advice on the steps necessary to complete it by SQL.
Still no go.

Now for the difficult, somewhat embarrassing part.  The polygons that I was
using were not in fact polygons.  They were lines that were drawn in a
closed polygon-like shape, but since they were not created as polygons,
they did not act like polygons.  Oh the humility.  Once I changed them to
regions all went well.

By the way, I used the SQL method in the end.  I know it probably did take
a little longer, but there is just something about SQL that gives a better
sense of being in control.
