Thanks for your replies, quite a few people directed me to a tool called
Layrtool.mbx which meets only the barest of requirements for me but has got
me thinking about writing a comparable tool. There were some commercial
solutions available at

and
http://www.gamma.ie
and one under development at
http://www.encom.com.au
