In cartographic terms I believe you are refering to Cartogram maps. As
far as I know there are no unique software solution to make these maps (If there
is I would like to know).
Chapter 10 of Cartography Thematic Map Design by Borden D. Dent
addresses this type of mapping. ISBN 0-697-22970-X
Knowing the technics describe by Mr. Dent
you can then use a combination of MapInfo, and a graphic package of your choice
(and a lot of trial/error/patience) to create cartogram maps.

Does anyone know of a program or tool that can make maps like those in Michael Kidron's "State of the World Atlas," where countries are distorted to represent their size in a certain category?
