I know that saying this won't make me the most 'popular' guy on the
list, but I'm a 'best tool for the job' kind of guy.
I think that one free solution for you might be ArcExplorer. It seems
to fit most of your requirements, and is super easy to set up. The down
side? You can't customize it, and there's most likely some licensing
issues if you plan to profit from it. I'm sure if there are any other
problems with the software, everyone will be quick to point them out ;)
PS. I'm just as 'popular' on ArcView -L
