Simply, arrange your toolbars where you like them to be then go to
options > toolbars and check save as default.
I want to pay your attention that these arrangements are applied only to

that can be viewed with GridView, but not mapInfo. I have a raster engine
error (not recognised format) when i try to open it using MapInfo

I create all my symbols in a graphic design package and then export them out
as a true type font. I currently use CorelDraw 9.0, which you could get a
0EM version for about 50 bucks. I am sure that adobe Illustrator has the
same functions.
