MI-L Need help registering NOAA Images

Hello List, I am trying to register NOAA aerial images taken in the days following Katrina's landfall. I have downloaded one ZIP file from the folllowing NOAA site as a test, but I am only presented with one set of Coordinates for registration, not the normal two that I am used to. So,
