Ther has always been Athena from Wave Concepts. It came out before
dBPlanner and will probably be here after. Take a look at

1) Decibel Planner is alive under another name - Planet EV - and belongs to
Marconi.
2) Athena from Wave Concepts also fits the bill nicely.
