Labeler.mbx in the default tools directory do exactly what you want.

Hi GISers

Is there a piece of code or a command available to save the labels of
one layer as map objects for a new layer?  a colleague wants to put
labels into GeomediaWebMap from a mapinfo layer, but the query doesnt
transfer between platforms...

Please?
