I'll take a guess here - it sounds to me like two things are
going on:

1) it sounds like you have set your layer to zoom layering
(go to layer control, select the layer you are concerned
with, click "display" and see if the "Zoom Layering" box is
checked); you can uncheck this and that layer should then
always be present

2) if you really want to keep the zoom layering but don't
want it to change just because you resize the map window,
then also try this:  go to Map... Options... and under "When
Resizing Window" check "Fit Map to New Window" - this will
make sure that your zoom layering above isn't triggered
inappropriately
