I have used the layout window before but, I couldn't cut and paste from 
the layout window to another application.  All I can do is print from 
the layout right?  or did I miss something?

You have to use the layout. Embedding legend is only for thematics...

Set clip region -you got that
Create new legend - you got that too
Create new layout - where you put you frame windows


Tips:

once you have your frame on the layout, you can move them around by
selecting them. But once they are selected, you will notice that the
editing function are hihlighted. Meaning you can change the parameters
of your windows like any polygons. Even making it transparent by
choosing not background fill patern. Great to give a great finishing
touch (depending on the map, of course)

Is there any way to make a legend in a window that has a clip region on?

 i.e. I want to edit the cosmetic layer make a legend out of points, 
lines, and text but, put it on the outside of the clipped region.  Am I 
going about this the wrong way?  I use a clip region because StreetPro 
loads about 6 zillion layers and I don't want to cut every one of them 
at my boundary.

I have used "Create Legend..." but, the legend is not in the mapping 
window, and this is no good for when I want to cut and paste maps into 
documents.  Plus, editing an existing legend is a pain.

My current solution is just to create a map, create a legend, then copy,

paste and group them in PowerPoint then paste into Word, etc.

Travis,

You have to load a tool from the Tool Manager.  
Under the Tools menu select Tool Manager.
>From the list check "Legend Manager".
Create your thematic map and legend.
Now when you go to the tools menu you will see an item called "Thematic
Legend Manager".
Under that menu choice you will see the option of "Embed Thematic 
Legend"
The legend will now be embedded in the mapper window.
