I have had this problem when plotting over registered OS raster maps that
are resisted ok. The problem occurs when you digitise at a zoomed in scale
and then zoom out, the lines digitised shift as you describe. This can
sometimes be avoided by digitising in a table rather than on the cosmetic
it could offer a
solution.
