reviewers sought for MAPREDUCE-7430 FileSystemCount enumeration changes will cause mapreduce application failure during upgrade

before I commit this PR does anyone else want to look at it? https://github.com/apache/hadoop/pull/5255 I don't think it's critical for the 3.3.5 release -as it has clearly been around for a while
