is it possible to run GetLegendGraphic request using mapscript.OWSRequest() ?
I use following code:
wms = mapscript.mapObj(mapfile)
req = mapscript.OWSRequest()
for k,v in qs.items():
req.setParameter(k, v)
wms.loadOWSParameters(req)
wms.

Rendering water from Overlapping polygons does work fine in mapserver
