you are correct - I was actually not specifying any symbol set at all :
For reasons I can't begin to work out, most of the map file is being written,
but the symbol and font lines are failing :
$blumap=new MapObj('',$mapserver_path);
$blumap->set('debug','MS_ON');

I would like to read information with getfeatureinfo requests so I add
"wms_encoding=ISO-8859-1" in METADATA/WEB. But I don't understand why the
result is not similar in OpenLayers and qgis. Everything is ok with OpenLayers
