I can confirm with Brent that ArcMap can read WMS layers from Mapserver. You
need to specify the version in ArcCatalog when you first connect, otherwise
ArcMap will try v1.3 by default (from memory).

I've just found out that TinyOWS doesn't support Oracle Spatial, while
doing researching on it.
Is there any (confirmed) plan on when will it be done? Possibly through
GDAL/OGR?
