i use mapserver 6.4.1 with php Mapscript and i want to build a WMS which deals with Layers from a remote WMS. So i write a php-Script which creates a map object with all parameters.

Did you install the fast-cgi *development *files? I think you installed
the apache fcgi module, but not the dependencies so mapserver
compilation is missing the header files.
Something like:
/apt/-/get/install libfcgi-/dev
/should work for installing the required dependencies.
