Currently we have the racy idea to provide one mapfile for each language.
The differences are clear:
- title of the map
- title of the layers
- name of the classes.

we also ran into this problem by upgrading from 5.0 to 5.6.
You can solve this be adding the OUTLINECOLOR into the Classes/Styles.
