is it possible to use a GDAL_WMS XML config inline in a MAP file, just
like it is possible to use an ovf file inline?

No, I do not believe so, though it would be relatively easy to modify the
WMS driver to support this.

It looks like the GDAL WMS driver does accept the XML strings directly,
however we may run into a limitation in the maximum length (1024) in the
MapServer GDAL driver since the connection string is handled as if it was a
filename in every case.
