In later versions of Mapserver, you seem to need to use a symbol.
For example:
SYMBOL
NAME circle
TYPE ellipse
POINTS
1 1
END
END
LAYER
...
CLASS
NAME places1_color
STYLE
SYMBOL 'circle'
COLOR 255 215 0
SIZE 1
END #
