Besides those mentioned there's also:
1) MSCompanion. It's relatively new and I've not had occasion to use
it but it might be worth checking out.
2) Camptocamp's MapFish Studio has a mapfile builder as well...

Hello,
Yes the most stable and recommended tool to use is QGIS
(http://qgis.org/)...create your map through that and then choose in the
menus Plugins/MapServer Export.
