I am not sure if this meets your case or not. If you simply want to set the background color of the map to blue, you can set IMAGECOLOR 0 0 255 at the map level. (of course, you may want to pick a nicer shade of blue...) http://mapserver.org/mapfile/map.html This will put a blue background
