I’m not sure what you are attempting to run, but MOST uses a DC OPF model, so
there is no concept of a PV bus (that’s only for power flow) and with voltage
magnitudes ignored, it’s not obvious how added capacitors would help.

I am facing the same problem. One thing that helped (but didn't solved) it
was to insert capacitor banks at the PV buses. ;)
