This may be crazy talk, but did you try setting the environment variable:
LD_ASSUME_KERNEL=2.2.5?
This variable is needed on Redhat/Fedora systems --- starting, I
believe, after 9.0. Set it before you start x_server.

$ /opt/sdb/programs/bin/dbmcli db_create $SID dbm,dbm
first. The -s option is reserved for cases where the installtion isn't
complete yet. And -R is useful only when you have installed multiple
