I'm still experiencing this bug with mc-4.6.1 on Mandriva Cooker.
This is with and without the utf8 patch.
I only tried it with an rpm, and the cpio file remains in the /tmp/mc-user
directory after a restart of mc.
$ mc --version
GNU Midnight

Are you sure this is the same problem as in this bug report ? I've just tried
it again and I get a red message box like this:
Cannot create temporary command file
No such file or directory (2)

I do get a warning, not a dead lock. Would it be a good idea to automatically
recreate the temporary directory?
