(bug 31323) Add option for requiring HTTPS for certain groups. Added new configuration option that allows certain user groups to be forced over HTTPS. Functionally, it forces mStickHTTPS to true on the login form, and also performs a check at the beginning of each request just in case the user removes the forceHTTPS cookie that is set at login.
