I assume you're trying to upgrade by re-running the installer, and
this is the error you get when you submit the form. What does the
error log[0] say?

can't upgrade shcema for existing tables.

Might also try the MagicNoCache extension
(http://www.mediawiki.org/wiki/Extension:MagicNoCache). This extension creates
a magic word (__NOCACHE__) that disables the cache for that page.

ability to preload a newly created page with content from a template or another
