This is probably a mime type error, and possibly a bug of some sort. Are you

This appears to be because the wiki you moved it to is missing
Template:Cite_web. It appears to come from Wikipedia, and is documented
here:
http://en.wikipedia.org/wiki/Template:Cite_web
You could probably export it from Wikipedia, and import it into your own
wiki to resolve the problem:

DefaultSettings.php, you shouldn't need to set it at all.
