Better make the folder belong to apache by using:
sudo chown apache:apache -R /var/www
Or something similar. Read chown's manual for référence.

Usually on a shared host there are memory restrictions i believe on each
account, which is then managed by the hosting provider.

After a recent update, I can't create image thumbnails. I can still upload
the image to the wiki, but the image can't be used in articles. It is not
displayed in the File page either.

I have tried to ssh
/.htaccess seems normal.
I didn't modify that.
Do I still miss something?

Why you need to delete those spammer accounts? I thought to ban them with
their IP address is enough unless others from the same IP address want to
contribute to your wiki.
Actually at that time when my wiki was under spamming, I accidentally
blocked two IP addresses, and suddenly.. No more
gabjgerv...@gmail.com has replied multiple threads with the same content...
And the link seems like advertisement.
