e command prompt, change to the root folder
of your wiki, and type "math\texvc". If you can't, you should probably
copy it there.
If that doesn't help, you might need to set $wgTexvc to point to the
executable. See http://www.mediawiki.org/wiki/Manual:$wgTexvc.

depending on your configuration.
chmod 777 -R wiki/
might fix your problem, although it's not really ideal (*don't* use it
if you're on a system with multiple users).
