I see in the TDM that there are specs for manual tranny 201.126 (2.5)
cars in the US in '86 & '87, but not in '88 or '89.
I see fuel consumption specs for the 2.2 in 4sp, 5sp, and auto; the
2.5 in 5sp and auto. Countries aren't specified in this table.

A locked box will feel different than a column lock.
Hence the suggestion that he look into how it feels.
Used steering boxes are pretty easy to come by here, and not
usually too expensive.

That's a good deal for that car. I had one--got 43 mpg @65 on the
highway.
Very nice drivers, but quite noisy. Also prone to cracked heads. Not
