it more pleasant to drive.

Got a chance to drive a Dodge 1500 "eco diesel" yesterday at our local Dodge

This is definitely not a 24 valve Cummins. Much more Mercedes like engine which
isn't a big surprise as its European.

roughly 20 gallons per fill. 400/20 = 20 mpg on the highway, 250/20 = 12.5
in town. If he refills earlier, less fuel can fit into the tank, so mpg

I would definitely take a later model W140 over a Crown Vic any day. No
comparison whatsoever.
The W140 is a far more solid car, and you can tell by just driving it. That's
not taking the amenities into consideration.

What about front springs on the W140? Can they be removed and installed
without the compressor by simply pulling the bolts and shock and lowering the
control arm? Or would it be better to break the lower ball joint loose, unbolt
the shock and lower with a floor jack?

W124s and anything that uses that suspension do not as well, just
support the spring link and remove shock and pivot bolts and lower
link, spring falls out.
I'll be doing this soon, need to replace the bushing and bearing in
the link and wheel carrier, plus rear subframe bushings, all that'
