This is not new technology by any means. Mercedes and other car manufacturers have had vacuum fill/evacuation systems for some years. I can recall using one in tech school in the 1970s. Slick as snot, for sure, but they do require a fairly substantial expenditure for the necessary hardware.

It would not be hard to make your own. You would need a bucket or jug big enough to hold the amount of coolant needed to fill the system. hook a hose from the drain to the bottom of the supply. THen you can use one one of these:
