I judge it to be some really badly done bondo, with rust under the bondo.
Just a guess, but that quarter panel got a serious hit and was repaired by
a body hack with poor skills.

So I just finished up the GL after fixing the oil leaks on the front of
the motor, cleaned the pulleys of oil. Installed a new belt and when I
start it up now I have noticed a slight squeek at start up for a second
or so. After it starts, I guess it sounds OK but seems like I might
have one

does not want to shut off. Neither the vacuum shutdown nor the emergency
shutoff under the hood would stop the engine. They discovered that if
they parked it on an incline with the nose up, it would stop.
My question is
Could it just be that the latch mechanism needs some lubrication? My
hood release was getting hard to pull but a bit of oil improved it
dramatically.
