My brother lives in NYS in the Hudson Valley. He says that there's some outfit there that has a deal with the lectrik company. He pays nothing, submits his bills to show what his usage is, and they claim they will cover 100% of his bill in the summer from their solar array. My guess is that Uncle pays at least some of that, maybe NYS taxpayers too.
