I assumed they meant they can move the gear selector to every position but the car doesn't move. Hard to think of how "engaged but will not move" makes sense otherwise. Though some people have some really mistaken concepts of how their car works. Kind of like when I used to do desktop computer

That's not a bad price.  Figure maybe $1k to get it sorted if you can get another CP.  Ebay sellers have them for maybe $300, then it needs to be programmed.  A new one is ~$900 now plus prgramming for maybe $400 but might be worth it for this vehicle.  New fluid/filter another $200. I would
