I've never heard of such a tax. Is this a rarity? Or common in many states? Actually, until moving here, I'd never heard, either, that one must pay sales tax on a used vehicle purchased from a private seller. Probably in most states, as it certainly is in WA, you are _required_ to pay sales

Indiana had what was known as excise tax on cars for years. It was based on the selling price, or in the absence of, age and blue book value. It decreased with the age of the vehicle down to something like 11 or 12 years, after which it was a fixed amount. Used to be you could scam the state
