If the modulator will not hold vacuum, it does indeed need to be replaced.

I don't know exactly what is on your car, or exactly what you are
referring to (my ignorance), but on the son's 84 SD there are a bunch of
vac hoses going into a little box on top of the valve cover. In trying
to get the vac working, after rebuilding the pump, I traced a problem to
that box.
This is the BLACK line that heads toward the firewall and down past the back
of the valve cover, disappearing into no man's land...
