I bought my sailboat from my father, who had it in Wisconsin. No
registration / title / anything. SC wanted a bill of sale in this case,
and even provided a form, so we filled that in, I laid out some small
amount of $$, and SC was happy.

GA and some eastern states (PA?) do the bill of sale thing for cars older than
a certain age, I think 20 years.
