So what would be a good adhesive to try here? Liquid Nails?
Someone suggested running a couple of stainless carriage bolts through the
bumper, I guess that's a common way of dealing with this.

I thought the bumper was glued to its mount somehow, it ever occured to me to
weld it. That'll probably ruin the chrome...

away, though there's no rust anywhere on the bumper otherwise.
