The --quiet argument to qpush will prevent it from telling you all the things
it is doing (barring errors of course), but currently it doesn't stop it from
telling you all the things it's not doing.

This seems ... counter to the nature of --quiet to me.

Specifically, the messages "skipping <patch> - guarded by '<guard>'" seem to me
like they should be suppressed when --quiet is used.  They are neither errors
nor warnings in this context.

Using Mercurial 4.0 from Debian Stretch.
