Similarly if you run a whole lot of systems for a while then stop 
most of them, your hours/day will be well in excess of the systems 
apparently allocated - but falling asymptotically to the true value 
as time goes on.

Not quite right.

The "mysterious" protocol is simply to allocate the smallest exponent 
available in each assignment type. If an assignment expires it is 
made available for reallocation in a daily job starting at 0600 UTC. 
If a user voluntarily returns an assignment it becomes available for 
reassignment immediately.

PrimeNet credits you with CPU time if you use the automatic method to 
report the result of an assignment but not if you use the manual 
assignment form. It doesn't matter whether you got the assignment 
using the automatic method or using the manual assignment form.

If I screw around with...

  Prime95->Options->CPU->Hours_per_day_this_program_will_run

...does his affect the hours I'm credited with?

I tried it setting low, 8 instead of 24, just before letting Prime95
request more work in the hope it would assign smaller exponents that
would finish quicker but I'm not sure I had any effect.

Am I just out smarting myself?

No, it's desided by the size of the number exclusively, and is scaled to
the same machine for everyone.

You didn't, the server will always give you the smallest assignment it has
available, as several have mentioned the pool of assignments is
replenished at 6 UTC

Yes.

Actually, prime95 will adjust for the real time used after a while, try
taking a look at local.ini, the value of RollingAverage is the actual work
done, compared to the settings you've given. (1000 is the nominal value)

How does the CPU time contributed get calculated? I would assume that there is a
standard credit for each FFT size, but I can't find what that credit is anywhere
on mersenne.org. 

Can anyone help fill in the following?

 160 K FFT = ??.?? P90 CPU years
 192 K FFT = ??.?? P90 CPU years
 224 K FFT = ??.?? P90 CPU years
 256 K FFT = ??.?? P90 CPU years
 320 K FFT = ??.?? P90 CPU years
 384 K FFT = ??.?? P90 CPU years
 448 K FFT = ??.?? P90 CPU years
 512 K FFT = ??.?? P90 CPU years
 640 K FFT = ??.?? P90 CPU years
 768 K FFT = ??.?? P90 CPU years
 896 K FFT = ??.?? P90 CPU years
1024 K FFT = ??.?? P90 CPU years
1280 K FFT = ??.?? P90 CPU years
1536 K FFT = ??.?? P90 CPU years
1792 K FFT = ??.?? P90 CPU years

I doubt that anyone out there is using more then a 1792 K FFT.
