I spoke to a real live person at RSA myself some months back, and the situation is
this:
Crypto is restricted in the US. The only crypto which it is legal to use (we are
talking for SSL here - no nitpicking, please) is either the package produced by RSA
or an algorithm that a programmer develops

RSAREF I believe can be legally used for non-commercial efforts within
the US. Try searching RSA on google.com and check the statements concerning
US use at the mod_ssl site and modssl.

it's the RSA that's a problem for US users. If you compile from source you
can't use the RSA algorythym with your SSL enabled apache.

You only need the src RPM which contains the spec file and all the sources
