A member has an active loan of the "IGL" product.
Create a second loan for the same product and then try to disburse the loan.
The error message displayed is "Disbursal Failed. This loan may have been
disbursed elsewhere".
In 2.1, the error message for the same scenario is "This loan cannot be
disbursed because the customer has other active loans for the same product."
