You need to set ClientRules.ClientCanExistOutsideGroup=true in the
applicationConfiguration.custom.properties.
Then when you are going through the "create new client" workflow, there will
be a link underneath the group search that says to create a client

when you want to create a new client, the link go forward to find a
group, my client don't want that page, he want go directly to choose a
branch.
how can i remove that page from mifos and redirect to choose a branch
by default?

Sorry for issues you had in accessing the files. They should now work.
The database on the site hadn't been compressed and had ballooned to a
large size which caused our server to hang up.
