At the moment, there is no ability to edit this field within the UI, although
this would be a good enhancement.
Only work-around I can think of is to inject the GovernmentID changes directly
into the database until the enhancement can be completed.

That clearly looks like a bug, you shouldn't be design, be able to attach a fee
of recurrence of 5 weeks on a center with a recurrence of 3. In this scenario,
I think best to file the bug to make sure you can apply it.
