Might be wrong but the environment variable should be JAVA_OPTS and
not JAVA_OPTIONS.
tomcat startup script typically looks for JAVA_OPTS

Have you run the attached password update script which is shipped along with
the Mifos download package ? I think that should resolve the error.

We tried upgrading Mifos version 2.1.6 to 2.3.0, the database seemed to
have changed successfully but when logging in to Mifos it gives a stack
trace below:
