Hello community,
As we fully dedicate code development efforts to the Mifos X platform in
2013, we want to select a license that will keep the platform itself open
yet allow proprietary applications and extensions to be built. Such a
license will promote and protect the vitality of the entire community but
provide the flexibility and opportunity for our ecosystem to flourish.
After thorough review of the licenses available, we are proposing the
adoption of the Mozilla Public License, version 2.0.
We have chosen to adopt the Mozilla Public License version 2.0 for the
following reasons:
* Ensures contributions/modifications to the core platform must be made
open while permitting applications/extensions to be made and distributed in
a proprietary manner.
* MPL v2 is a good compromise between a very permissive license like
Apache, version 2.0 and a more restrictive copy-left license like GPL.
* Fully compatible with other more restrictive copy-left licenses like GPL
and its variants
* Other open source communities that are platform-based with proprietary
apps like SugarCRM and OpenMRS are using MPL.

This is a decision that we've thoroughly explored with:
* External advisors and our board including Dave Neary, an expert on the
dynamics of open source communities who is well-versed in the various open
source licenses and their implications for open source projects
* Other humanitarian open source projects such as OpenMRS.
We have ratified this licensing decision with our COSM Board of Directors.
Before we formally adopt this proposal, we wanted to solicit any feedback,
questions, or concerns from the community.
