I am no expert in business of MFIs, but I find it disturbing that
there is a fee collection on savings of clients.

That clearly looks like a bug, you shouldn't be design, be able to attach a fee
of recurrence of 5 weeks on a center with a recurrence of 3. In this scenario,
I think best to file the bug to make sure you can apply it.
