I think this is because you haven't disbursed the loan. You can't make a
payment until you disburse it.

You need to select the loan and then select apply payment.
The "client charges" you are referring to is for apply fees to the client and
has nothing to do with loans (Not sure where you are seeing this "disturbe
loan").

I wonder if there's not a bug with the error message. It looks like you are
entering a date for the future for a payment which you can't do in Mifos. You
can only make payments for today or in the past. That is, unless you have
moved the system date forward.
