This sounds fine to me. I think that Gayl had expressed similar
feedback around that state adding extra work.
Are there any use cases where MFIs need this workflow where this is some
probationary period or some initial saving requirement that must be
collected before they would formally "open up the savings account"

Here is a new proposal for these process flow states - please give a
shout now if there are any issues we see with this.
* ProcessFlow.ClientPendingApprovalStateEnabled - keep this
property
* ProcessFlow.GroupPendingApprovalStateEnabled - keep this
property
* ProcessFlow.LoanPendingApprovalStateEnabled - remove this, and
default to always on - IE, loans will always require approval step
* ProcessFlow.SavingsPendingApprovalStateEnabled - remove this,
and default to false - savings will not have a pending approval state
anymore

I'm not sure about the testing status, but we did deprecate the Disburse
to a Loan Officer, so that one was no longer relevant.
The only issue I've been aware of was an initial setup/configuration if
you set the Group Approval off, but it was fixed with a simple database
change. Although, I couldn't find a bug on it, so maybe Sam provided a
patch (he ran into it with the al Majmoua Deployment).

The reason we want to deprecate this functionality is that it adds a
significant amount of overhead to testing-and just general complexity of
the product.
Also-aren't there currently features around this that are currently
unstable/untested-and that we recommend people don't use? Those seem
appropriate for removal. J
